Background of the Study

Intergovernmental relations (IGR) are the interactions between different levels of government—federal, state, and local—within a federal system. Fiscal federalism is a key component of these relations, involving the financial interactions between governments, including revenue allocation and expenditure responsibilities (Obi, 2021). In Mubi North LGA, Adamawa State, the challenges of intergovernmental relations, particularly in fiscal federalism, have posed difficulties for efficient governance and development. This study explores how intergovernmental fiscal policies affect the functioning of local governments and service delivery in Mubi North.

1.2 Statement of the Problem

Despite the established frameworks for fiscal federalism in Nigeria, Mubi North LGA continues to face challenges in managing financial resources, resulting in inefficient governance and hindered development. These challenges include delayed revenue allocations, lack of coordination among different government levels, and financial mismanagement. This study seeks to examine the specific challenges of intergovernmental relations in Mubi North LGA with a focus on fiscal federalism and its implications for governance.

1.3 Objectives of the Study

1.7 Scope and Limitations of the Study

The study will focus on Mubi North LGA, analyzing fiscal federalism and the challenges faced by the local government in implementing fiscal policies. Limitations may include access to sensitive financial data and the complexity of accurately measuring the impact of fiscal policies.

1.8 Operational Definition of Terms
